If a Lancaster Independent School District Police Department employee has done an outstanding job and you want to say, let us know you can do so in one of 3 ways:

  • Complete the Compliment an Employee form, submit it online, or

  • Call the police department at 972-218-1648, or

  • Come to the police department located at 814 W. Pleasant Run Rd. and ask to speak to a supervisor

Your comments will be forwarded through the employees' chain of command to the Chief of Police. After they have been reviewed, a copy of your comments will be placed in the employee’s personnel file and the original will be given to the employee.

Complaint

It is the goal of the Lancaster Independent School District Police Department to provide the highest level of law enforcement/community-oriented services to all members of the community. In order to achieve this goal, the Lancaster Independent School District Police Department welcomes feedback from the community for which it serves.

Texas Government Code Section 614.022, requires that all complaints against police officers to be considered by the head of the police department must be: (1) in writing and (2) signed by the person making the complaint.

Complaints must be made within 30 days of the incident unless special circumstances exist.

If you wish to make a formal complaint about the actions of a Lancaster Independent School District Police Officer or if you feel you are a victim of racial profiling, please:

  • Come to the police department at 814 W. Pleasant Run Rd. during regular business hours (Monday through Friday - 7:00 a.m. – 4:00 p.m.)and advise anyone at the police department that you want to make a complaint, or request a supervisor, or

  • Write your complaint out by downloading the Citizen Complaint Form and mailing it to:

Investigation Process

Once your complaint is received, it will be thoroughly investigated by a person designated by the Chief of Police. The investigation will usually include a review of all applicable reports, policies and procedures, along with interviews of all parties and witnesses. Upon completion of the investigation, a determination will be made as to whether the employee violated department policies, procedures, or state law.

Outcome of the Investigation

The Chief of Police will review the complaint and findings. This review is to assure that the investigation was handled thoroughly and objectively. The Chief's review will also consist of assessing the need to improve department policies, procedures and its training of officers.

You will then be notified in writing of the findings of the complaint. There are four possible findings:

  • SUSTAINED – The evidence tends to support the allegation of misconduct.

  • UNFOUNDED – The evidence tends to disprove the allegation of misconduct.

  • EXONERATED – The evidence tends to support factual occurrences, but conduct is not improper.

  • NOT SUSTAINED – There is insufficient evidence to prove or disprove the allegation of misconduct.

A Commitment to Respond to the Needs of the Community

 The Lancaster Independent School District Police Department has made a commitment to its citizens regarding the following:

  1. The department shall accept complaints from any person who believes he or she has been stopped or searched based on racial, ethnic or national origin profiling. No person shall be discouraged, intimidated or coerced from filing a complaint, nor discriminated against because he or she filed such a complaint.

  2. Investigation of a complaint shall be conducted in a thorough and timely manner. All complaints will be acknowledged in writing to the initiator who will receive a disposition regarding said complaint within a reasonable period of time. The investigation shall be reduced to writing and any reviewer's comments or conclusions shall be filed with the chief. When applicable, findings and/or suggestions for disciplinary action, retraining, or changes in policy shall be filed with the chief.

  3. If a racial profiling complaint is sustained against an officer, it will result in appropriate corrective and/or disciplinary action, up to and including termination.
