LANCASTER, Texas -- Lancaster ISD is pleased to announce Dr. Marshall Scott III has joined the Executive Leadership team as the Chief of Elementary and School Leadership. Scott joins Lancaster ISD with more than 25 years of experience in education and will replace Wendy Hawthorne, who will retire at the end of the semester.  


Most recently, Dr. Scott served as the Superintendent of Schools in Bay City ISD in Bay City, Texas. There, he oversaw the implementation of a strategic plan to reorganize direct report mechanisms and redesigned curricula to match new college and career readiness expectations. While serving as superintendent, Bay City ISD increased student achievement outcomes on the state assessment, increasing the district's Texas Education Agency rating from a "D" to a "B." Dr. Scott was named Region 3 Education Service Center Superintendent of the Year in 2020.


"I am excited to join Lancaster ISD and to have the opportunity to work alongside educators who are focused on meeting the needs of all students," said Scott. "A commitment to excellence is evident across this organization, and I am truly delighted to join the team. I look forward to learning more about the district and becoming a part of the Lancaster community."


Dr. Scott has also served as an Assistant Superintendent and Executive Director for Elementary Schools in the Baltimore County Public School District, where he led principals in curriculum, instruction, strategic planning, and professional development. He began his career in education as a teacher in Houston ISD, where he also served as an assistant principal, principal, and School Improvement Officer-Area Superintendent.


Dr. Scott received a Bachelor of Business Administration Degree from Northwood University and his Master's and Doctorate of Education Degrees in Educational Administration from Texas Southern University in Houston. He also serves as an adjunct professor providing graduate-level instruction to doctoral candidates at the University of Houston-Clear Lake and the University of Saint Thomas in Houston.
